10 May 2016: Publication of the first Request for Information (RFI-1) and questions to industry.
12 May 2016: After internal discussion, the TEC3 team has decided to withhold the classified documents from the LOI process and release it only at the RFP stage. In the team’s evaluation, the impact of not releasing the classified documentation would be minimal on the engagement process. Participants that are concerned about not seeing the classified documentation at this time should indicate the reasons in their response to the RFI-1.
30 May 2016: Canada is extending the closing date for the submission of a Response to the RFI-1 questions to June 6, 2016 at noon.
9 August 2016: Publication of the Q&As document from the One-on-one meetings. The document is named “Engagement Process Questions and Answers_Questions et réponses de la consultation publique – FR_EN – TEC3” and is available in PDF format in the attachment section of this notice.
22 November 2016: Please note that the release of the draft RFP for the TEC3 project will be done before the beginning of the new fiscal year (March 31st). Some delays were encountered during its development. Thank you for your understanding.
16 February 2017: As previously mentioned, upon request the draft RFP for TEC3 is now available for consultation. Only industry members who have signed or will be signing the Rules of Engagement to this LOI can get a copy of the draft RFP by sending a formal request by e-mail to the Contracting Authority (firstname.lastname@example.org). The draft RFP is available to industry members for a period of 4 weeks, effective from February 20, 2017. In order to be considered, industry member’s response, that includes comments or questions, should be received by the Contracting Authority by March 17, 2017. Following receipt and evaluation of all responses, a summary of questions and answers will be made available to all industry members.
Current tactical networks for Canadian Armed Forces (CAF) soldiers support all-informed voice communication through the personal role radio for dismounted units, while vehicles are equipped with Enhanced Position Location Reporting System radios for blue-force tracking and data and/or Combat Net Radios for voice and data. It is envisioned that future CAF tactical networks will provide enhanced voice, data, and network services to dismounted soldiers.
The TEC3 project aims to demonstrate a set of software tools to enhance the security and effectiveness of future CAF tactical edge networks. Specifically, TEC3 will demonstrate network security, situational awareness, and management tools necessary to enable the protection of sophisticated high-bandwidth tactical networks.
This Letter of Interest (LOI) seeks to engage with the supplier community regarding the Tactical Edge Cyber Command and Control (TEC3) Project and to establish a consultative process for participation in the development of the requirement. The objective of this LOI is to disclose concept and requirement information; obtain information from industry on its interest, capacity and capabilities regarding the TEC3 Project and to establish a consultative process for participation in the development of the requirement. Collectively, this LOI and all activities conducted relating to the TEC3 Project while this LOI is active is referred to as the TEC3 Engagement.
