Public consultation on the selection of the new SPVM chief
A consultation is underway on the selection of the next chief of the Service de police de la Ville de Montréal (SPVM). Its objective is to determine the ideal profile of the desired candidate.
Nature of the consultation
In March 2022, the city initiated its recruitment process aimed at appointing a new director of the SPVM. The process was paused so that a public consultation could be carried out.
This consultation is aimed at determining the qualities and characteristics of the person who will take the helm of the SPVM. The consultation runs until September 2022.
Several hundred Montrealers will be contacted to take part in the opinion survey. The participants, selected at random, will be consulted through:
- 500 online questionnaires
- 250 telephone interviews
Various stakeholders will take part in the discussion groups, including members of the SPVM, community organizations, merchants, racialized groups and representatives of Indigenous groups.
These different initiatives will ensure a greater representativeness of opinions from the population as a whole.
Why a public consultation
The public consultation stage was added with the goal of enriching the selection process. It allows the city to foster an inclusive dialogue with various stakeholders and public representatives.
The consultation also comes in response to an aspiration raised during the Forum montréalais pour la lutte contre la violence armée (Montréal forum against armed violence) held in February 2022, at which several participants emphasized the importance of consensus-building in the development of Montréal’s policing model.

Start of the recruitment process.

The city pauses the recruitment process to conduct a public consultation.Mr. Caron takes his retirement, and Ms. Sophie Roy is named Interim Police Chief.
- July to September 2022
Consultation activities: Opinion survey and discussion groups.
- Beginning of 2023
Planned hiring of the new SPVM chief.
