Nature of Requirements: This requirement is subject to the Comprehensive Land Claims Agreements (CLCA) entitled the Convention of the James Bay and Northern Quebec Agreement (JBNQA) and the Northeastern Quebec Agreement (NEQA).
Under Article 800: Aboriginal Peoples, the Canadian Free Trade Agreement (CFTA) does not apply to any measure adopted or maintained by a Party with respect to Aboriginal peoples
This procurement has been set aside under the federal government’s Procurement Strategy for Aboriginal Business (PSAB) and defined as INNU or “NASKAPI”, as defined in chapter 3 of the NEQA (paragraphs 3.2 ADMISSIBILITY). In order to be considered, a supplier must certify that it qualifies as an Aboriginal business as defined under PSAB and that it will comply with all requirements of PSAB.
NOTE – Preference for this solicitation will be given to Aboriginal businesses from MATIMEKUSH LAKE JOHN INNU NATION and KAWAWACHIKAMACH NASKAPI NATION.
Proponents must sign and complete the document entitled “Attestation for Program of Reserved Contracts for Aboriginal people” (see Part 5-Certifications an Additional Information of the present document).

ENVIRONMENTAL CHARACTERIZATION OF SOIL AND GROUNDWATER IN TWO SECTORS OF SCHEFFERVILLE AIRPORT
Transport Canada is interested in retaining the services of a consulting firm to conduct environmental characterization works in two sectors at the Schefferville Airport. The service must be ensured according to the basis and conditions established in the enclosed in the Request for Proposal.
There is no site visit scheduled for this project.

Requests for information must be received in writing at least five (5) calendar days before the bid closing date to allow sufficient time for the Contracting Authority to respond.
