New Milestone Reached for Saint-Paul-de-Montminy Wind Project

The Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) has deemed said study to be complete and compliant with regulatory requirements.
The Bureau d’audiences publiques sur l’environnement (BAPE) has now been commissioned to hold a public hearing on the project beginning on June 9, 2025. That hearing will allow the public, through the work of the BAPE’s board of inquiry, to contribute to the environmental assessment of the project and the recommendation submitted to the government regarding the follow-up to the request for approval.
The EIS and other documents related to the project are available for consultation on the public registry of projects subject to the environmental impact assessment and review procedure (www.ree.environnement.gouv.qc.ca).
The project will include the construction of 28 wind turbines and infrastructure to connect them to Hydro-Québec’s grid in the municipalities of Saint-Paul-de-Montminy, Notre-Dame-du-Rosaire and Sainte-Apolline-de-Patton, for a total installed capacity of 196 MW. This project is being developed in partnership with the Eastern Energy Alliance, which represents 209 communities and territories from the Montmagny RCM to the Îles-de-la-Madeleine, including the Wolastoqiyik Wahsipekuk First Nation, and with Potentia, a fully integrated developer, owner, asset manager and operator of renewable energy facilities.
